Top Cal/OSHA Violations

Cal/OSHA’s regulations must be at least as effective as federal OSHA regulations. However, California has one of the most complex occupational safety and health regulatory schemes in the country, including many requirements that are unique to the state. Understanding Cal/OSHA’s most frequently cited regulations can help employers evaluate their safety and health programs, improve compliance efforts, and reduce the risks associated with enforcement actions.

• An overview of industry-specific regulations cited most often
• Regulations unique to Cal/OSHA and how they impact agency action during inspections

Speaker Information

Rachel L. Conn is a Partner and the Chair of Conn Maciel Carey’s California Practice. She is based out of the firm’s San Francisco office. Rachel’s practice focuses on Occupational Safety and Health compliance and litigation, including inspections, investigations and enforcement actions involving Cal/OSHA, Federal OSHA, and other State OSH Plans.

Rachel has extensive experience working with employers on some of the most novel and complex OSHA and Cal/OSHA issues. In June 2026, Rachel was appointed to the California Lawyers Association’s Labor and Employment Law Section Executive Committee, a leadership body within one of the state’s largest legal organizations, representing more than 45,000 members. Notably, she is the first workplace safety and health attorney selected for this role, further highlighting her distinctive practice.

Rachel is individually recognized by Chambers USA as a “Band 3” rated OSHA law practitioner nationwide, was selected by the San Francisco Business Times as a “40 Under 40” honoree, and is frequently quoted as a thought leader in the field in various trade journals and publications.
